Terms of Sale
Last updated: 12 October 2026
These terms apply when you use Rightly Rated or buy anything from it. Please read them before you buy. Sections 6 (accuracy and penalties), 7 (no guarantee), 9 (refunds) and 12 (liability) matter most.
1. Who we are
Rightly Rated is a trading name of ABT Ventures LTD, a company registered in England and Wales under company number 12437106. Our registered office is 19 Colne Road, Trawden, Colne, BB8 8NX. VAT number: [VAT number to be added]. Contact: support@rightlyrated.uk. "We", "us" and "our" mean ABT Ventures LTD. "You" means the business, or the person acting for it, that uses our service or buys from us.
2. Who these terms are for
Rightly Rated is a business-to-business service. It is for occupiers and owners of non-domestic (business) property in England and Wales, and for people authorised to act for them. By buying, you confirm that you are acting for the purposes of a trade, business, profession or organisation, and not as a consumer. If, despite this, you are a consumer under the Consumer Rights Act 2015, nothing in these terms affects your statutory rights. Section 9.5 applies to you.
3. What we provide
- Free check: an online comparison of a property's published 2026 rating list entry with comparable properties, and an indicative estimate. It is free, with no obligation and no card required.
- Evidence packs (including the Check-stage pack and Challenge evidence packs, priced by rateable value band): downloadable PDF documents that set out the property's published valuation, comparable properties, an analysis, a checklist and a draft statement for you to review, complete and submit through your own GOV.UK business rates valuation account.
- Relief claim packs: downloadable guidance and draft wording to help you apply to your council for a business rates relief you may be eligible for.
- Reminders: optional email reminders of the deadlines you tell us about.
The current price, and what each product includes, are shown on our pricing page and at checkout before you pay. The checkout description forms part of these terms.
4. What we are not
We provide information and software. We are not chartered surveyors, rating agents, solicitors or accountants. We do not give valuation, legal or tax advice. We do not act for you with the Valuation Office (VO), HMRC, a council or a valuation tribunal. We are not affiliated with, or endorsed by, any of them. If your property, history or circumstances are complex, or the amounts involved are large, you should consider taking professional advice from a RICS-regulated rating surveyor.
5. Your eligibility and authority
By using a check or buying a pack, you confirm that:
- you are the occupier or owner of the property, or have the authority of the occupier or owner to act for them; and
- you will use the information, including the Valuation Office data in it, only for non-domestic rating purposes: reviewing that property's valuation and comparable assessments.
6. Your responsibility for accuracy (important)
- You decide whether to make a Check, Challenge or relief claim, and you submit it yourself.
- Our packs are built from published data and from the information you give us. Published data can be out of date or wrong, and our analysis rests on assumptions that we state in the pack. You must check every fact in the pack against your own knowledge of the property before you submit anything. You must remove anything that is not true and complete every "[ADD: …]" placeholder with true information.
- Penalties for false information. The Valuation Office can charge a penalty for each piece of false information provided in connection with a Challenge, including information in the related Check, or for leaving information out. The penalty applies if the information was provided knowingly, recklessly or carelessly. For properties in England the penalty is £200 per item for smaller proposers (turnover or balance sheet total of £2 million or less and 10 or fewer employees) and £500 per item for everyone else. For properties in Wales it is £200 per item. The penalty is charged to the owner, occupier or ratepayer, even if a representative or a tool such as ours helped prepare the case. See GOV.UK: Check and Challenge your business rates valuation: penalties.
- We are not responsible for any penalty, refusal, delay or loss caused by information that you supplied, confirmed or failed to correct, or by a deadline that you missed.
7. No guarantee
We do not guarantee any outcome. We do not promise that the VO will agree to a Check or Challenge, that your rateable value will go down, or that your bill will fall. A Challenge can result in a rateable value going down, staying the same or going up. Any saving we show is an indicative estimate only. Your actual bill depends on the multiplier, transitional arrangements, reliefs, your council and the VO's decision. Our price is never linked to the outcome, and we take no share of any saving.
8. Price and payment
- Prices are in pounds sterling and include VAT at the current rate, unless stated otherwise. The total is shown before you pay.
- Payment is taken in full at checkout by card through our payment provider, Stripe. We never see or store your full card number.
- A VAT receipt is available from your case page or by email.
- If we make an obvious pricing error, we may cancel the order and refund you in full.
9. Delivery, cancellation and refunds
9.1 Delivery
Packs are digital and are generated after payment. You download them from your private case page. Your case page and pack remain available for at least 12 months after purchase.
9.2 When we will refund you
We will refund the full price you paid for a pack in any of these three cases:
- Not downloaded. You ask for a refund within 14 days of purchase and our records show that the pack (any version) has not been downloaded.
- Marked incomplete because of our omission. The VO rejects or returns your Check or Challenge as incomplete, and the reason is that our pack left out something that its description said it contains, or that it told you to include (for example, a required section or reference that we were responsible for generating). It does not cover anything you were responsible for supplying, such as placeholders you didn't complete, evidence of rent or lease terms, your declaration, an earlier Check, account or property-claim steps, or missed deadlines. To claim, email us within 30 days of the VO's notice and attach a copy of it.
- Zero-bill case. At the time you bought an evidence pack, the property's business rates bill for the current year was already £0 because of 100% small business rate relief or another 100% relief, so a successful Challenge could not have reduced what you pay. Show us the council bill or relief notice within 60 days of purchase.
9.3 When we will not refund you
Refunds are never linked to the outcome. We will not refund because the VO did not reduce your rateable value, reduced it by less than our estimate, or increased it. We will not refund because you decided not to proceed after downloading the pack (except under 9.2), or because of information you supplied.
9.4 Faulty packs
If a pack is faulty, for example it contains a material error of our own or does not match its description, tell us. We will correct it promptly. If we cannot correct it within a reasonable time, we will refund you.
9.5 If you are a consumer
If you are a consumer, you have a 14-day right to cancel a contract for digital content. When you buy, you ask us to supply the pack straight away. You lose the right to cancel once supply begins (when the pack is made available to you), but section 9.2 still applies to you in full. Your statutory rights for digital content that is faulty or not as described are not affected.
9.6 How refunds are paid
Refunds go back to the original payment card, normally within 14 days of our agreeing the refund. A refunded pack's licence ends and you must delete it.
10. Your licence to use the pack
- We grant you a non-exclusive, non-transferable licence to use the pack for the property it was bought for, for non-domestic rating purposes only. You may share it with your own advisers, representatives or co-owners who are helping you with that property's rating, and with the VO, your council or a valuation tribunal.
- Valuation Office data: packs contain data from the VO's Rating List Downloads. It is used under the VO's restricted licence, not the Open Government Licence. If you pass any of it on, you must tell the recipient that the VO's terms apply: https://www.tax.service.gov.uk/view-my-valuation/terms-and-conditions. The data may only be used for non-domestic rating purposes. Delete it when you no longer need it for those purposes.
- You may not resell, republish or use the pack or our check results to build a database or a competing service.
11. Accounts and reminders
You can use the free check without an account. If you create an account, keep your sign-in email secure. Reminders are a convenience only: you remain responsible for meeting every VO, council and tribunal deadline. You can switch reminders off at any time.
12. Our liability to you
- Nothing in these terms limits or excludes liability for death or personal injury caused by negligence, for fraud or fraudulent misrepresentation, or for anything else that cannot be limited or excluded by law.
- Subject to that, we are not liable for:
- loss of profit, revenue, business or anticipated savings (including any rates saving you hoped to achieve)
- any penalty or interest charged to you
- loss of data
- any indirect or consequential loss
- Subject to that, our total liability to you for all claims connected with an order is limited to the greater of the total price you paid for that order and £500.
- We give no warranty that the published data is accurate or complete. The VO itself supplies it "as is". Our service is otherwise provided with reasonable care and skill.
13. Changes, availability and suspension
We may update the service, our prices (which will not affect orders already paid for) and these terms. The version shown when you paid applies to that order. We may suspend or refuse service if we reasonably suspect misuse, including use of the data for purposes other than non-domestic rating.
14. Complaints
Email support@rightlyrated.uk with your case reference. We will acknowledge your complaint within 2 working days and aim to resolve it within 14 days.
15. Privacy
We handle personal data as described in our Privacy Policy.
16. General
- These terms, together with the checkout description, are the whole agreement between us for your order. You confirm that you have not relied on any statement that is not in them.
- If any part of these terms is found unenforceable, the rest still applies.
- Neither party may transfer the contract without the other's consent, except that we may transfer it to a successor to our business.
- No one other than you and us has rights under these terms.
- These terms are governed by the law of England and Wales. The courts of England and Wales have exclusive jurisdiction, except that a consumer may also bring proceedings where they live in the UK.
